Cheney warned of major terrorist attack in the US in 1976

In 1976, a US army unit was ordered to find the “perfect terrorist plan“, using commercial airliners as weapons, and the twin towers as their target, as I posted yesterday. But what spurred this particular order? Well, could it be, that in that same year, when Cheney was then the chief of staff, he was issued with a warning that “it is impossible to rule out the possibility of a major terrorist attack in the United States”? Which came first? The order to find the “perfect terrorist plan”, or the warning to Cheney about a “major terrorist attack”? And more to the point, why was nothing done about this at the time?
